Attachments with no PTO requirement

Plenty of useful tractor attachments don't draw PTO power at all. Box blades, rear blades, landscape rakes, pallet forks, and bale spears are all gravity-and-traction tools, sized by weight against your 3-point lift capacity rather than horsepower.

These attachments are the easiest to match to a tractor: if the implement weight fits within your 3-point lift capacity at 24 inches behind the lower lift arms, it will run. PTO HP doesn't matter.
