For driveway snow removal, a sub-compact or compact tractor with 4WD and a front blade covers most jobs. For deep snow, long drives, or anywhere you cannot push snow further sideways, run a rear PTO snow blower instead, and size the tractor to that blower's listed minimum PTO horsepower rather than to a snow depth.
Snow removal is more about traction, weight, and hydraulic capacity than horsepower. A heavy 25 HP tractor on R4 tires out-pushes a lightweight 40 HP tractor on R1 ag tires every time.
